Clutter delay in VR

I'm seeing a delay in LOD clutter if I move my HMD very quickly. Let's say I'm looking out the left side of the cockpit, then quickly pan to look out the right side. There's about a 1/4 second delay for clutter to load. Is there some setting in debug I can change to keep a wider angle of view loaded at all times? I understand the need to optimize resources, but it would also be nice for VR users to have an option to spend more resources in order to keep the experience immersive.

After playing around with clutter options for several minutes, the clutter DOES sometimes work properly (ie, loading before it comes into view). But so far it seems completely random as to WHEN it decides to cooperate. At first it seemed like changing fall-off distance to maximum that it worked, but then it didn't work every time. In fact, the last time it happened to work was with fall-off distance at a minimum. So this sounds like a true bug and not just a setting issue.
